How the GSA procures products on the Government's behalf

GSA's Disaster Purchasing Program allows federal, state and local governments to buy supplies and services directly from all GSA Schedules to facilitate disaster preparation, response, or major disaster recovery. During our presentation we will share the avenues available to procure these items and highlight some of the Disaster-related products available through the GSA Schedule Program.

About Stephen Bartley

Stephen Bartley is the Supervisory, Marketing Specialist for the Region 7 Business Development Branch of the General Service Administration (GSA) Federal Acquisition Service (FAS) Customer and Stakeholder Engagement (CASE) organization based in Fort Worth, Texas. Stephen started his career in higher education as a Financial Aid Counselor, and eventually crossed over into academics where he taught business as an adjunct professor. Stephen holds an undergraduate degree in Psychology, and an MBA from Dallas Baptist University. Before joining GSA in 2003 Stephen was a Technical Recruiter in the IT arena, which is where he honed his sales skills. His tenure in recruiting started when the world was migrating from pagers to personal cellular systems, and then Y2K surged onto the scene. The .nets took over after the mainframes were adjusted, and then JP Morgan merged with Chase Bank and moved to Dallas. JPMC needed a vendor manager who could speak IT with industry partners, and Stephen was brought in as a consultant to help settle the two lines of business that opened up the JPMC International Plaza on the North Dallas Tollway. His corporate HQ was at the Deutsche Bank building on Wall Street, which was directly impacted on 9/11. Stephen’s career would never be the same. Bank One appeared on the horizon, and rumors about another merger were quickly becoming a reality. Then Stephen got a phone call. He was hired in 2003 at GSA as an 1102 Intern, and worked his way between GSA Global Supply Fire and the Special Order Programs before he moved full-time in Business Development. His contracting highlights centered around multiple fire disaster responses, but most notably his FEMA deployments in support of GSA’s role with Hurricanes Katrina and Rita in 2005. Stephen has been with Region 7 CASE for six years, and is actively working with his new Regional Case Director (Paulette Fortner) in developing the next-gen CASE team.
